The political battle for Uttar Pradesh is already beginning to take shape ahead of the 2027 Assembly elections, with the Congress and Samajwadi Party working to preserve their alliance and build on the gains made in the 2024 Lok Sabha polls.
Congress leader Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav have continued to maintain political coordination, while discussions over seat sharing and the broader election strategy are expected to become increasingly important in the coming months.
The question of how much the Congress will depend on Akhilesh Yadav and the Samajwadi Party has become a major topic in discussions around the opposition’s strategy for Uttar Pradesh. The Congress has historically had a weaker organisational presence in the state compared with the BJP and SP, making cooperation with a strong regional ally strategically important.
At the same time, Congress leaders have made it clear that the party does not want to enter the election simply as a junior partner. The party has been demanding a respectable share of Assembly seats and has been working to strengthen its own organisation across Uttar Pradesh.
The 2024 Lok Sabha election provided the foundation for the current Congress-SP partnership. The two parties contested the election together and the INDIA bloc performed strongly in Uttar Pradesh, winning 43 of the state’s 80 Lok Sabha seats. The result represented a major setback for the BJP in a state that has traditionally been central to its national electoral strategy.
The success of the alliance has encouraged both parties to explore another partnership for the 2027 Assembly election. However, the seat-sharing formula remains one of the biggest challenges before them.
Recent reports indicate that the Samajwadi Party is considering offering the Congress around 60 to 80 Assembly seats, while sections of the Congress have been seeking a considerably larger share. Congress leaders have even publicly spoken about the possibility of an arrangement based on equality and respect.
Uttar Pradesh has 403 Assembly constituencies, making seat distribution a complicated political exercise. Every constituency has its own caste, community, local leadership and electoral calculations, meaning the two parties will need to identify seats where their respective candidates have a realistic chance of winning.
Congress leaders have argued that the party’s improved performance in the 2024 Lok Sabha election should be reflected in the Assembly seat-sharing arrangement.
The party has also begun preparing its own organisation rather than relying entirely on the Samajwadi Party. Congress has reorganised its Uttar Pradesh unit and appointed Rajendra Pal Gautam as the new state in-charge, with a focus on expanding the party’s reach among Dalits and other sections of voters.
Youth outreach is another important part of the Congress strategy. Rahul Gandhi has increasingly focused on student and employment-related issues, and the party believes that this outreach could help it build a stronger connection with young voters in Uttar Pradesh.
Prayagraj has emerged as one of the locations where Congress is attempting to strengthen this outreach. The party has highlighted student concerns and youth participation as part of its effort to rebuild its political base.
The Congress is also looking at the 2027 election as more than a state-level contest. Uttar Pradesh is India’s most populous state and sends 80 members to the Lok Sabha, making its electoral performance crucial to any party with national ambitions.
For Rahul Gandhi and the Congress, a stronger performance in Uttar Pradesh could provide momentum for the 2029 Lok Sabha election.
Akhilesh Yadav, meanwhile, enters the election with the advantage of leading the principal opposition party in the state. The Samajwadi Party’s performance in the 2024 Lok Sabha election significantly strengthened its position in Uttar Pradesh.
The SP’s PDA strategy, referring to the political mobilisation of backward classes, Dalits and minorities, remains an important part of Akhilesh Yadav’s approach. The party is seeking to maintain and expand the social coalition that helped it perform strongly in the parliamentary election.
The Congress sees the alliance with the SP as a way to combine its national organisation and Rahul Gandhi’s political appeal with Akhilesh Yadav’s stronger state-level network.
This calculation was visible again during Rahul Gandhi’s recent public appearance in Agra, where he appeared alongside Priyanka Gandhi Vadra and Akhilesh Yadav. The joint appearance reinforced the message that the two parties continue to work together in Uttar Pradesh.
However, maintaining unity at the top level may not automatically prevent disagreements among local leaders.
During the past few months, Congress and SP leaders have occasionally exchanged public remarks over seat sharing and the future structure of the alliance. Such differences have created uncertainty about how smoothly negotiations will proceed.
The Congress has repeatedly emphasised that it wants a stronger and more balanced arrangement. Some party leaders have argued that Congress should contest a significantly larger number of seats than the SP has so far indicated.
Akhilesh Yadav, on the other hand, will have to balance the demands of the alliance with the interests of his own party organisation. Giving too many constituencies to Congress could create resentment among SP workers and leaders who want to contest from those seats.
This makes the seat-sharing negotiations one of the most important political tests before the opposition alliance.
The BJP is closely watching these developments. The party has begun its own preparations for the 2027 election and has recently appointed Vinod Tawde as its Uttar Pradesh in-charge.
Tawde’s early meetings in Lucknow are expected to focus on organisational preparedness, booth-level management and the party’s strategy for retaining power in the state.
The BJP continues to have a powerful organisational network in Uttar Pradesh and will seek to exploit any disagreement between the Congress and SP.
For the opposition, therefore, an early and clearly defined alliance could be strategically valuable. It would allow both parties to focus on campaigning instead of spending the election period negotiating seat allocations.
Congress leaders have previously argued that an early coordination mechanism would help prevent confusion among workers and voters.
The challenge is particularly important because Uttar Pradesh’s political landscape is more fragmented than the simple BJP-versus-SP comparison might suggest.
The Bahujan Samaj Party remains a factor, even though its electoral strength has declined significantly in recent elections. Mayawati’s party continues to have pockets of influence among Dalit voters and could affect the outcome in closely contested constituencies.
Asaduddin Owaisi’s AIMIM has also expressed interest in the Uttar Pradesh election. Any increase in competition for Muslim votes could further influence the calculations of the SP and Congress.
Chandrashekhar Azad’s Azad Samaj Party is another emerging factor among sections of Dalit voters.
These developments make the social arithmetic of the 2027 election complicated. The Congress-SP alliance will need to maintain support among backward classes, Dalits, minorities, young voters and other sections while also preventing vote fragmentation.
Rahul Gandhi’s role is therefore expected to extend beyond simply campaigning for Congress candidates.
He is likely to remain an important national face of the opposition alliance, while Akhilesh Yadav is expected to play the leading state-level role.
The balance between the two leaders could become particularly important during the campaign. The alliance will need to present a coordinated message while allowing each party to retain its own political identity.
The Congress has also been attempting to identify candidates with strong local networks and resources. Reports suggest the party is looking for candidates capable of mounting serious campaigns in constituencies where it receives tickets.
This reflects a recognition within the party that winning Assembly elections requires more than national-level popularity. Strong candidates, booth-level organisation and local voter outreach are essential in Uttar Pradesh’s highly competitive political environment.
For the Congress, the 2027 election is also an opportunity to rebuild a party organisation that has weakened considerably in the state over several decades.
The party once had a dominant position in Uttar Pradesh, but its electoral influence has declined sharply over time. Rebuilding that base will require sustained work beyond the election campaign itself.
Rahul Gandhi’s recent focus on youth, students and social justice is part of this broader effort.
The Congress believes that issues such as unemployment, education, recruitment examinations, paper leaks and economic opportunities could help it connect with young voters.
The Samajwadi Party is likely to emphasise social justice, caste representation, employment, law and order and the interests of backward classes and minorities.
The challenge for the alliance will be combining these messages into a single campaign that does not appear contradictory.
The BJP, meanwhile, is likely to focus on the performance of the Yogi Adityanath government, infrastructure development, law and order, welfare programmes and its broader Hindutva narrative.
The 2027 election could therefore become a three-way strategic contest involving the BJP, the Congress-SP alliance and smaller parties attempting to influence specific social groups and constituencies.
The outcome will depend heavily on whether the opposition can repeat the vote consolidation witnessed in the 2024 Lok Sabha election.
The 2024 result demonstrated that the Congress and SP can benefit from cooperation. But Assembly elections operate differently from parliamentary elections because local candidates and constituency-level organisations have a much greater influence.
That is why both parties are trying to strengthen their respective organisations before the campaign intensifies.
For Rahul Gandhi, relying on Akhilesh Yadav does not necessarily mean that Congress has abandoned its independent political ambitions in Uttar Pradesh. Instead, the current strategy appears to involve two parallel objectives: maintaining a strong alliance with the SP while rebuilding Congress’s own base.
For Akhilesh Yadav, the alliance with Congress offers access to a national opposition network and could help consolidate anti-BJP votes. But he will also need to ensure that the SP remains the dominant regional force within the alliance.
The coming months are likely to clarify how the two parties resolve this balance.
Formal seat-sharing negotiations are expected to become more important as the election approaches. Both sides will have to decide how many seats each party will contest and which constituencies will be allocated to which partner.
The negotiations could be difficult, but both parties have a strong incentive to avoid a public split.
A fragmented opposition could make it easier for the BJP to retain its advantage, while a coordinated alliance could maximise the possibility of transferring votes between Congress and SP supporters.
For now, Rahul Gandhi and Akhilesh Yadav continue to signal cooperation rather than confrontation.
Their joint public appearances and discussions indicate that the partnership remains central to the opposition’s Uttar Pradesh strategy.
The real test, however, will come when the two parties sit down to finalise candidates and constituencies.
If Congress and SP manage to settle their differences early, they could enter the 2027 election with a more organised and unified campaign. If negotiations become prolonged or bitter, the alliance could face difficulties before voting even begins.
The BJP is already preparing for this possibility and is strengthening its organisation at the ground level.
With the Uttar Pradesh Assembly election approaching, every major political party is therefore moving into campaign preparation mode.
For Rahul Gandhi, the challenge is to convert national visibility and the gains of 2024 into a stronger Congress organisation in Uttar Pradesh. For Akhilesh Yadav, the task is to retain the SP’s leading position among the state’s opposition voters while keeping the Congress partnership intact.
Whether the Congress ultimately depends heavily on Akhilesh Yadav or manages to establish a stronger independent presence will become clearer as the election strategy develops.
What is already evident is that the Congress-SP relationship will be one of the central factors shaping the 2027 Uttar Pradesh Assembly election. The success of their alliance will depend not only on Rahul Gandhi and Akhilesh Yadav’s personal coordination but also on seat sharing, candidate selection, grassroots organisation and the ability to keep their respective voter bases together.
The 2024 Lok Sabha election gave the opposition alliance a strong foundation. The 2027 Assembly election will now test whether that cooperation can be transformed into a durable political partnership capable of challenging the BJP in India’s most politically significant state.
